JOINT ENVIRONMENTAL MANAGEMENT BOARD (U)

1. ( U) Purpose. This Appendix describes the composition and function of the Joint Environmental Management Board (JEMB) in accordance with reference d. of Annex L.
2. ( U) General. The JEMB is a temporary board, which may be activated by the Force/JTF Commander for the duration of the operation. The JEMB will establish policies, procedures, priorities, and overall direction for environmental management requirements for U.S. Forces in the theater of operations and the relationship with the Environmental Executive Agent and other key activities. The Force/JTF Commander shall determine whether the JEMB will assume responsibility for preparation and implementation of Annex L
3. ( U) Organization. The Force/JTF Commander will determine the appropriate membership of the JEMB, based on the based on the mission, responsibilities, and organizational relationships of the JTF. Membership will include all components and key JTF Staff elements from Components Services, Logistics, Staff Judge Advocate, Surgeon, Public Affairs, Comptroller, Environmental Executive Agent, and special (non-voting) members from DLA, USAID, and the American Embassy. The Force/JTF Commander will assign a lead staff element to chair the JEMB (e.g., most likely the Force/JTF Engineer).
4. ( U) Procedures. The assigned JEMB chair is responsible for activating the JEMB under the authority of the Force/JTF Commander. The chair will be responsible for scheduling meetings, developing agenda, preparing read-aheads, establishing decision-making procedures (e.g., by majority or unanimity), reclama procedures, and preparation/dissemination of meeting minutes.
