DENIX Portal: Environment: Cleanup: Defense Environmental Restoration Program

Base Realignment and Closure (BRAC) Defense Environmental Restoration (DERP) sites at installations where property has been or will be transferred to communities or to other federal and state agencies. BRAC funding is appointed by Congress, just like the environmental restoration (ER) account, however these funds are managed through a separate account structure. BRAC environmental funding solely finances environmental remediation, compliance, and closure-related requirements for BRAC installations.

The requirement for BRAC funding starts at the installation with a management plan specific to BRAC installations- referred to as the BRAC cleanup plan (BCP). The BCP establishes the priority of sites requiring environmental restoration and is developed by a BRAC cleanup team (BCT) with input from the community. The BCT includes three members: a BRAC Environmental Coordinator, an EPA representative and a State regulator. This team develops a cleanup process to environmentally remediate DERP sites at a BRAC installation.

The funding, once appropriated by Congress, is then distributed to carry out the cleanup previously identified.
