Advanced Munitions Response Site Management

Course Description

Munitions and explosives of concern (MEC) and munitions constituents (MC) are known or suspected to exist on hundreds of thousands of acres of Navy and Marine Corps properties that were once used to train Sailors and Marines and to manufacture, store, handle, develop and test, transship, or treat munitions. This property may now be other-than-operational ranges including Base Realignment and Closure (BRAC) property and acreage converted to other uses such as base housing.

The Navy Munitions Response Program, established to clean up this MEC and MC, is being implemented under the Defense Environmental Restoration Program. It follows the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) response process as described in the National Contingency Plan. The majority of Munitions Response Sites (MRSs) are now entering into the CERCLA remedial investigation/feasibility study (RI/FS) phase.

This 3-day Advanced Munitions Response Site Management Workshop has been developed to instruct Remedial Project Managers (RPMs) and other attendees primarily on the RI/FS phase. In executing the RI/FS, RPMs need a thorough understanding of how to determine the nature and extent of MEC and MC contamination at MRSโ€™s and, if sampling and hazard/risk assessment is sufficient to justify it, evaluate proposed remedies. This course builds upon the CECOS Munitions Response Site Management Workshop curriculum and is comprised of classroom instruction as well as practical exercises on the RI/FS phase.

Personnel Eligible

Personnel who plan, scope, or oversee response actions at an MRS contaminated with MEC and MC including: RPMs, Remedial Technical Managers (RTMs), BRAC Environmental Coordinators (BECs), and Engineers in Charge (EICs). Course curriculum is designed for personnel who have at least six months environmental restoration experience and who have previously attended the CECOS Munitions Response Site Management Workshop.
