Integrated EMS and Compliance Auditing

Course Description

This course focuses on the Internal Audit process and trains Navy civilian and military personnel representing shore installations and regional commands to effectively prepare for and conduct Internal Integrated Environmental Management Systems (EMS) / Compliance audits at Navy shore installations as required by OPNAVINST 5090.1 (series) and in accordance with NAVFAC & CNIC policies and procedures.

The course is designed to guide students, individually and as a part of team, through the process of developing, implementing and executing an Internal Assessment Plan (IAP) at their installations. Emphasis will be placed on utilizing a systematic approach in managing and executing their internal EMS audits. Students will also learn to identify strengths, weaknesses and interactions of environmental management systems and associated media programs; identify underlying causal factors that may contribute to the occurrence of observed compliance deficiencies; evaluate each of the individual components of an EMS; provide feedback on the effectiveness of the overall system and identify opportunities for improvement.

NOTE: THIS COURSE DOES NOT TEACH EMS IMPLEMENTATION STRATEGY. IT IS STRICTLY DESIGNED TO TEACH THE INTERNAL INSTALLATION AUDITING PROCESS AND DOES REQUIRE A FUNCTIONAL EMS UNDERSTANDING. THIS COURSE IS NOT FOR INDIVIDUALS WITHOUT ANY EMS BACKGROUND.

Pre-Requisite:  It is highly recommended that in order to ensure a solid understanding of the Navy’s most current EMS posture, individuals should have completed the CECOS “Advancing an Effective EMS (A-4A-0098)” live webinar within the past 12 months.  Another option is to view the recorded sessions from an earlier webinar. The most recent recording links will be provided by the course director upon request and via  pre-course email.  Exceptions can be made on a case by case basis depending on the individual’s level of experience.

Personnel Eligible

This course is designed for individuals at the installation or regional level that will be actively or semi-actively engaged on an internal assessment teamโ€™s execution of the IAP. As prescribed by Navy policy, lead auditors and team members performing internal and external EMS audits, EMS management representatives, and environmental staff responsible for implementation and maintenance of the EMS shall complete the CECOS Integrated EMS and Compliance Auditing training course. This group can consist of, but is not limited to: Installation Environmental Program Directors (IEPDs), Media Managers, major process owners (including energy managers), members of installation Cross Functional Teams (CFT), and installation EMS Managers.

We will be verifying and confirming attendance as the classes begin to fill. Confirmation and welcome packages will be sent out approximately 30 days prior to the course.

Course availability is limited and on a first-come- first-serve basis with priority to Navy personnel. Other services are welcome, but please be advised that the course is Navy-centric. If you find you will not be able to attend the offering you have registered for, please notify the CECOS registrar at (805) 982-4173. This will open a seat for another prospective student.
