EO 13423 - Strengthening Federal Environmental Energy and Transportation Management

EO 13423 was signed by President Bush on January 24, 2007. EO 13423 instructed Federal agencies to conduct their environmental, transportation, and energy-related activities under the law in support of their respective missions in an environmentally, economically and fiscally sound, integrated, continuously improving, efficient, and sustainable manner. The EO set goals in the areas of energy efficiency, acquisition, renewable energy, toxics reductions, recycling, sustainable buildings, electronics stewardship, fleets, and water conservation.

This cover memo from the Council on Environmental Quality issued the first set of Implementation Instructions and Requirements for EO 13423 to provide additional detail and direction to agencies as they worked to fulfill the goals of the EO.

The purpose of this document was to define agency requirements for implementing EO 13423 and to define broad strategies for achieving them. This document has been revoked and superseded by the EO 13693 Implementing Instructions.
