Program Comment for Army Warfighting Readiness and Associated Infrastructure

In partnership with the Advisory Council on Historic Preservation (ACHP) and with extensive input from stakeholders, the Army has developed the Program Comment for Army Warfighting Readiness and Associated Infrastructure. The ACHP approved this Program Comment on April 3, 2026. This Program Comment streamlines the Army’s compliance with Section 106 of the National Historic Preservation Act (NHPA) for activities essential to warfighting readiness, including training, testing, industrial operations, and the management of associated buildings, structures, and landscapes. It will replace multiple installation-level agreements with a single, strategic framework. By implementing the Program Comment for Army Warfighting Readiness and Associated Infrastructure, the Army will balance its critical national security mission with its historic preservation responsibilities, ensuring a more efficient and effective compliance process.
