Welcome to the Department of Defense Environmental Planning website. This is the home of National Environmental Policy Act policy information for DOD.

Background
Congress enacted the National Environmental Policy Act (NEPA) in 1969 to establish a national policy for the environment. NEPA requires Federal agencies to assess the environmental effects of proposed major Federal actions prior to making decisions. NEPA ensures agencies consider the significant environmental consequences of their proposed actions and inform the public about their decision making.

What’s New
On January 20, 2025, President Trump issued Executive Order 14154, Unleashing American Energy, which directed the Council on Environmental Quality (CEQ) to propose rescinding CEQ’s regulations implementing NEPA and to provide guidance on implementing NEPA. CEQ published an Interim Final Rule on February 25, 2025, to rescind their NEPA regulations.  This rule went into effect on April 11, 2025.

Following the CEQ Final Rule, CEQ provided guidance to Federal agencies and directed each agency to repeal any existing NEPA Regulations in the Code of Federal Regulations and to develop their own NEPA implementing procedures. DOD is publishing new NEPA implementing procedures to cover NEPA compliance and implementation for all of DOD, including DOD Components and U.S. Army Corps of Engineers Civil Works.
