Emerging Chemicals (ECs)

ECs are defined by DoD Instruction 4715.18, Emerging Chemicals of Environmental Concern, as chemicals relevant to the DoW that are characterized by a perceived or real threat to human health or the environment and that have new or changing toxicity values or new or changing human health or environmental regulatory standards.

Process Overview

CMRMP implements a consistent approach for identifying, assessing, and mitigating EC risks called the “Scan-Watch-Action” process. This data-driven process leverages information from current regulatory actions, scientific developments, and subject matter experts to make risk management decisions that protect the warfighter, mitigate impacts to mission readiness, and address vulnerabilities and threats in defense supply chains.

CMRMP assesses the DoW enterprise for the likelihood and severity of impacts associated with ECs against the following five DoW functional areas to determine appropriate risk management solutions.

ECs can be added to the EC Watch List or Action List based on moderate or high risk to the Department.
