About BRAC
The Army’s Base Realignment and Closure (BRAC) program is managed by the BRAC Directorate, of the Office of the Deputy Assistance Secretary of the Army for Environment, Safety and Occupational Health. The BRAC directorate’s primary responsibilities include:
- Managing the disposal of excess property at BRAC and assigned Non-BRAC Excess (NBE) installations.
- Managing HQDA BRAC environmental program to include planning, funding, and overseeing environmental cleanup and compliance activities at BRAC locations.
- Providing HQDA BRAC resource management to include planning, programming, budgeting, and execution of HQDA-level BRAC-related funds, including BRAC operations and maintenance.
- Providing management oversight of the remaining caretaker staffs at BRAC and assigned NBE installations.
- Supporting BRAC and selected NBE installation property redevelopment where applicable.
- Serving as the HQDA proponent for Future BRAC and BRAC-like infrastructure reduction initiatives.

What is BRAC?
BRAC has been the principal process by which the DoW and Congress restructure military installations and infrastructure to support evolving force-structure demands, enhance installation efficiency, and reduce redundant or excess infrastructure.
