Welcome to the Department of War Sustainable Technology Evaluation and Demonstration Program

The Office of the Assistant Secretary of War for Energy, Installations, and Environment (OASW(EI&E)), as directed by Congress, established the Department of War (DoW) Sustainable Technology Evaluation and Demonstration (STED) Program to evaluate, demonstrate, and transition sustainable commercial off-the-shelf technologies and products with a focus on performance, operational readiness, resilience, security, and cost effectiveness. The DoW STED Program identifies, evaluates and demonstrates sustainable technologies and products with experienced military, civilian and contractor end users at DoW installations. The objectives of the DoW STED Program are to:

  • Identify emerging sustainable technologies that meet DoW needs.
  • Evaluate technical data of sustainable alternatives against Military Specifications and other Government requirements.
  • Conduct test and evaluation (T&E) at DoW installations and other Federal agency facilities to validate these sustainable technologies work in operational environments, compare them to traditional products, and transition successful technologies Government-wide.

Mission Statement

The mission of the Department of War STED Program is to rapidly identify, test, evaluate, and transition sustainable commercial‑off‑the‑shelf (COTS) technologies that enhance and sustain mission readiness, enhance operational performance and effectiveness, and improve health and safety impacts to address Warfighter and federal agencies needs by validating performance in real-world and training environments. 

Vision Statement

This site provides general information about the DoW STED Program as well as summaries of its T&E and findings In addition, DoW and other Federal agency personnel can submit sustainable technology needs for potential inclusion in future demonstrations. The STED Program operates to support compliance with related federal statutes and regulations and DoW policies while enhancing and sustaining mission readiness, reducing health and safety impacts to the warfighter, improving operational performance, reducing life cycle costs, and lessening waste and environmental impact.
