Advanced Environmental Law is a four-day course that explores law, policy and management of environmental projections. Each year, various topics of timely interest are explored in depth. This year, this course is offered in two versions: (1) Strategic Environmental Planning (which is an advanced NEPA course) and (2) Coastal and Ocean Resources Law.
Strategic Environmental Planning could be described as a NEPA implementation and environmental impact analysis seminar. This four-day course is broken into a two-day seminar that features law and policy and a two-day advanced environmental impact analysis workshop. NEPA topics explored include: planning for the proposed action, selecting alternatives, cumulative impacts analysis and accepted methodologies, programmatic studies, greenhouse gas and climate change analysis, planning for operational training areas, addressing scientific uncertainly, public participation and other emergent planning topics, such as adaptive management.
The Coastal and Ocean Resources Law version reviews the requirements of the National Environmental Policy Act and Executive Order 12114; consultation and permitting under the Endangered Species Act and Marine Mammal Protection Act; managing actions in the Coastal Zone under the Coastal Zone Management Act; and joint use issues under the National Marine Sanctuary Act, Sikes Act, Magnuson-Stevens Act, and Migratory Bird Treaty Act. It is an interactive class, in addition to presentations with opportunity for questions, answers, and comments, there will be, a mock coastal zone consistency determination hearing, and an opportunity for each student to present a 5-10 minute presentation on projects they are working on relating to the class subjects.
The International Environmental Law version reviews the requirements of the international law, with an emphasis on environmental, and natural and cultural resource concerns. The course focuses on environmental legal matters, particularly as they relate to Navy training and operational requirements and installation management. The course covers overseas governing environmental baseline guidance document DoD overseas compliance (DODI 4715.05) and overseas remediation (DODI 4715.08) effective 1 Nov 13, in addition to specific nation final governing standards, National Environmental Policy Act and Executive Order 12114, natural and other species conservations concerns, and cultural resources laws . It is an interactive class, in addition to presentations with opportunity for questions, answers, and comments, there will be an impacts analysis workshop and an opportunity for each student to present a 5-10 minute presentation on projects they are working on relating to the class subjects. This class is scheduled upon request.
Strategic Environmental Planning - Experienced NEPA planners, managers, environmental engineers/scientists/specialists, and attorneys who require an in-depth understanding of law, policy and management within their area of environmental expertise, especially those that serve on NEPA interdisciplinary teams, work with NEPA planners, or those that edit or deal with NEPA documents. Open to all Department of Defense Services, United States Coast Guard and Defense Logistics Agency personnel on a space-available basis.
Coastal and Ocean Resources Law and International Environmental Law: Experienced environmental planners, managers, environmental engineers/scientists/specialists, attorneys and specialists who require an in-depth understanding of law, policy and management within their area of environmental expertise and jurisdiction.
