Course Description

Ensure accurate and defensible Emergency Planning and Community Right-to-Know Act (EPCRA) reporting to mitigate compliance risks, avoid EPA penalties, and safeguard command readiness across your facility. This four-day webinar provides Navy environmental staff, Public Works Departments (PWD), and installation personnel with the definitive framework to navigate the EPCRA and Toxic Chemical Release Inventory (TRI) mandates.

You will learn directly from the regulatory architects who assisted the EPA in writing the original EPCRA regulations. Additionally, you will gain the practical, step-by-step knowledge required to calculate thresholds, manage facility chemical inventories, and successfully submit timely, audit-ready compliance reports.

Key Course Objectives

  • Execute Emergency Planning: Navigate Sections 302/303 and effectively coordinate with local civilian emergency planning authorities.
  • Standardized Inventory Reporting: Master Safety Data Sheet (SDS) management and Tier I/Tier II threshold determinations (Sections 311/312) for diverse military facility operations.
  • Streamline TRI Submissions: Calculate and report toxic chemical releases under Section 313 (Form R).

Target Audience

This course is intended for all Navy military, civilian, and supporting contractors who work in areas with EPCRA compliance tracking requirements or TRI requirements.

Student Quota Requirement: Each course requires a minimum of 15 students to convene the live session. If enrollment requirements are not met, you will be deferred to our recorded training sessions.

Supplemental EPCRA Refresher Workshop

To support your ongoing compliance efforts, single-day EPCRA refresher workshops are offered to personnel who have completed the full four-day EPCRA course. These sessions serve as an interactive forum to address installation-specific EPCRA challenges. The workshops include:

  • Section 311/312 Refresher (Tier II).
  • Section 313 Refresher (TRI).
