BRAC Summary: Realign Fort Buchanan by reducing garrison management functions and disposing of family housing. Retain an enclave for the reserve components, Army and Air Force Exchange Service (AAFES) and the Antilles Consolidated School.
Property Description: Fort Buchanan is located in the metropolitan area of San Juan less than two miles from the Port of San Juan, Puerto Rico. At the time of the BRAC announcement, Fort Buchanan consisted of 746 acres and included a cantonment area consisting of 411 buildings (1,455,888 square feet) and a 60-acre Army Family Housing complex consisting of 361 housing units totaling 504,780 square feet.
Subsequent Reversal of BRAC 1995 Action
Fort Buchanan was designated for realignment in the 1995 BRAC Commission Report to the President.
Subsequent Army action withdrew the BRAC realignment decision. In August 1999, the Secretary of the Army removed the Fort Buchanan realignment action from the BRAC process, retaining the installation to meet ongoing operational, training, and strategic requirements in Puerto Rico. As a result, Fort Buchanan was withdrawn from BRAC implementation and continued military use of the installation was preserved.
