Publications

A Joint United States – Republic of South Africa Environmental Security Working Group Project (June 2006). This guidebook is designed to assist military and civilian personnel in defense organizations to identify Environmental Considerations during Military Operations (ECOps) and integrate them into the planning process for a Peace Support Operation. It emphasizes ECOps as critical to avoiding or mitigating any adverse effects of military activities on the environment. This guidebook presents a basic overview of ECOps and how or when military organizations can incorporate them into the lifecycle of a military operation and ensure they remain integral parts of the decision-making process. It also provides tools that commanders may use to ensure they are in compliance with environmental and force protection requirements during all phases of an exercise or operation, both legally and financially. This guidebook also provides background information that is helpful for outreach efforts.

A joint U.S.-Finland-Sweden project (March 2008). This guidebook is intended to serve as resource for operational planners with environmental management responsibilities to identify relevant environmental requirements, practices, standards, and preventive measures. The goal is to integrate them into the planning and execution of military operations in a way that enhances the readiness of the force and accomplishment of the overall mission. It addresses key considerations at each phase of a military operation (planning, pre-deployment, deployment, rotation, redeployment, and post-deployment.) It contains tools, resources, and examples which may be used by operational planners and deployed forces to achieve the overall environmental goals and objectives associated with a military operation.

Enivornmental Toolbox

A joint U.S.-Finland-Sweden project (2013). To supplement the Environmental Guidebook for Military Operations, the Environmental Toolbox for Deploying Forces provides a deploying military unit—specifically the commander, the environmental officer, and soldier/sailor/airman—a toolbox of environmental awareness training resources to plan and implement sound environmental practices. It contains a general awareness training module, a technical module, and a reference module. The general awareness module has three sets of briefing slides that explain the importance of environmental considerations for the commander, environmental officer, and soldier, and what each of their roles are in environmental matters. The technical module contains material on waste management (solid and hazardous), water management (grey and black water), and environmental response actions (spill response, cultural resources, and natural resources). The reference module, which is not posted here on DENIX, offers links to other sources of information for further reference, as well as examples of standard operating procedures, checklists, and templates. To obtain a CD with all components of the Toolbox, please contact Susan Clark-Sestak at sclark@ida.org.
