Environmental Cost To Complete (CTC)
The CTC is the site-level estimate of the cost to complete environmental restoration (or cleanup). In addition to cleanup of the remaining property, the CTC includes the costs for long-term monitoring at already-conveyed properties. The CTC for environmental remediation requirements for BRAC 2005 is approximately $754 million at 14 BRAC 2005 installations. This includes two Reserve Component installations with environmental requirements remaining. The installation-level CTC provided was finalized in December 2025 to justify the Army’s FY26 President’s Budget Submission. The BRAC Division has developed aggressive, but realistic, annual obligation goals.
